1. Xô viết là gì?
Ngày 7/11/1917, V. I. Lênin và các đảng viên Bolshevik Nga đã lãnh đạo các Xô viết làm Cách mạng tháng Mười, lập chính quyền Xô viết của công – nông -binh đầu tiên trên thế giới. Ngay sau Cách mạng tháng Mười, nước Nga rơi vào nội chiến cực kì đẫm máu. Mãi đến cuối năm 1920, khi Hồng quân giành chiến thắng trước quân bạch vệ. Cho đến ngày 30/12/1992, 15 nước Cộng hòa bao gồm: Nga, Ukraine, Gruzia, Belorussia, Uzbekistan, Armenia, Azerbaijan, Kazakhstan, Kyrgyzstan, Moldova, Turkmenistan, Tajikistan, Latvia, Litva, và Estonia đã gia nhập và thành lập Liên bang Cộng hòa Xã hội Chủ nghĩa Xô Viết ( gọi tắt là Liên Xô )
Xô viết là các hội đồng đại biểu các tầng lớp nhân dân. Từ năm 1917-1936, chỉ có Xô Viết quận, huyện trở xuống mới được hình thành con đường bầu cử trực tiếp, quyền bầu cử trong thời kí này được ưu tiên cho giai cấp công nhân. Các Xô Viết cấp trên tồn tại dưới hình thức Đại Hội Xô Viết do Xô Viết cấp dưới bầu ra và chỉ có quyền lực trong thời gian đại học.
Sau khi hoàn thành cải tạo tư sản, theo Hiến pháp năm 1936, nền dân chủ được mở rộng, Nhà nước Xô Viết có một hệ thống cơ quan Xô Viết từ trung ương tới địa phương được hình thành theo nguyên tắc bầu cử phổ thông. Trong đó, Xô Viết tối cao giữ vai trò rất quan trọng, thực chất quyền lực tối cao của Nhà nước hầu như tập trung trong tay Xô Viết tối cao.
2. Tiếng anh pháp lý
Xô Viết dịch sang tiếng anh là Soviets.
Khái niệm về xô viết được dịch sang tiếng anh như sau:
The Soviets were assemblies of representatives of all classes of people. Formed and established in 1917. Includes 15 member countries: Russia, Ukraine, Georgia, Belorussia, Uzbekistan, Armenia, Azerbaijan, Kazakhstan, Kyrgyzstan, Moldova, Turkmenistan, Tajikistan, Latvia, Lithuania, and Estonia join and establish the Union of Soviet Socialist Republics.
Soviet Union is the abbreviation of Union of Soviet Socialist Republics.
3. Sự ra đời của Cộng hòa Xã hội Chủ nghĩa Liên Xô
Thứ nhất, sự ra đời
– Đầu thế kỉ XX, xã hội Nga ẩn chứa nhiều mâu thuẫn gay gắt không được giải tỏa, cộng thêm nước Nga lại có phong trào Marxist cấp tiến mạnh nhất, do Lênin đứng đầu với Đảng Bolshevik chủ trương làm cách mạng XHCN, để xây dựng Chủ nghĩa cộng sản, theo học thuyết của Karl Marc.
– Ngày 7/11/1917, Lênin và các đảng viên khác trong Đảng Bolshevik đã lãnh đạo các Xô Viết làm Cách mạng tháng Mười, lập chính quyền công- nông- binh đầu tiên trên thế giới, chính quyền Xô Viết.
– Ngay sau Cách mạng tháng Mười, nước Nga rơi vào nội chiến đẫm máu. Đến cuối năm 1920, quân bạch vệ thất bại, Hồng quân Liên Xô đã giành chiến thắng.
– Ngày 30/12/1922, 15 nước cộng hòa gia nhập Liên bang Cộng hòa Xã hội Chủ nghĩa Xô viết (gọi tắt là Liên Xô). Ngay sau khi thành lập Liên bang Xô Viết; nhân dân Liên xô dưới sự lãnh đạo của Đảng và chính phủ bắt tay vào xây dựng cuộc sống mới, cuộc sống xã hội chủ nghĩa một xã hội không có người bóc lột người.
Hệ quả xảy ra
– Sự kiện vĩ đại này đã ảnh hưởng to lớn tới các cuộc cách mạng xã hội chủ nghĩa và phong trào giải phóng dân tộc nhiều quốc gia, từ châu Âu, châu Á, Châu Phi, tới Mỹ Latinh, trong đó có Việt Nam.
– Cả đất nước như một công trường khổng lồ, nên chỉ sau một thời gian ngắn, đã đem lại kết quả tốt: Nạn đói bị đẩy lùi, công nghiệp, thương mại được phục hồi, tình hình nông thôn và thành thị được ổn định, xã hội có tích luỹ và đời sống người dân tốt lên nhanh chóng. Sau khi Lênin mất (năm 1924), I.V. Stalin thay thế V.I.Lênin lãnh đạo đất nước Xô viết tiến hành công nghiệp hóa xã hội chủ nghĩa. Kết quả là Liên Xô đã trở thành một nước công nghiệp đứng thứ 2 trên thế giới trong một thời gian rất ngắn (điều này là nền tảng kinh tế cho chiến thắng của Liên Xô trong Chiến tranh thế giới thứ II).
– Mặt khác, những nhân tố mới được giải phóng của cuộc sống mới xã hội chủ nghĩa (thanh toán mù chữ và giáo dục miễn phí cho trẻ em, hệ thống y tế miễn phí, thực hiện bình đẳng nam nữ, chia ruộng đất cho nông dân, quốc hữu hóa tài nguyên và các nhà máy, mức sống người dân ngày càng được nâng cao…) đã tạo động lực to lớn, mạnh mẽ cho công cuộc xây dựng đất nước.
– Một số thành tựu của Liên Xô về các lĩnh vực: Giáo dục, y tế, văn hóa, xã hội…thời gian này đã vượt xa các nước phương Tây như: Anh, Pháp, Mỹ; Đức…Giai đoạn tiến hành Công nghiệp hóa đất nước; Liên Xô đã xây dựng được một loạt các tổ hợp công nghiệp khổng lồ; các nhà máy luyện thép, luyện kim lớn và nhiều khu công nghiệp ở Moskva, Leningrat, Volgograd, Chelyabinsk, Kharkov….
– Năm 1935, Liên Xô đã khởi công xây dựng tàu điện ngầm ở Moskva với chiều dài hàng chục km. Năm 1940, sản lượng công nghiệp của Liên Xô đã tăng gấp 7,7 lần so với năm 1913, Công nghiệp Liên Xô đã chiếm 77,4% cơ cấu nền kinh tế và chiếm 10% toàn thế giới. Cho đến lúc đó, thế giới chưa từng chứng kiến nhịp độ tăng trưởng nào nhanh và ngoạn mục như vậy. Đến trước Chiến tranh thế giới thứ II, từ một nước có nền sản xuất lạc hậu, Liên Xô đã vươn lên trở thành cường quốc công nghiệp thứ 2 thế giới và đứng đầu châu Âu, vượt qua Anh – Pháp- Đức (chỉ đứng sau Mỹ).Thành quả to lớn này đã cho phép Liên Xô chiến đấu và cuối cùng giành chiến thắng vĩ đại trong Chiến tranh thế giới thứ II (1939-1945).
4. Sự tan rã và nguyên nhân tan rã của Liên Xô
Gần 20 năm sau khi Liên Xô sụp đổ đã có nhiều người viết về nguyên nhân vì sao Liên Xô sụp đổ một cách có hệ thống, nhiều công trình nghiên cứu đã đi đến kết luận sự sụp đổ của Liên Xô có nguyên nhân sâu xa là do những sai lầm, khuyết tật của mô hình xã hội chủ nghĩa Xô viết, từ một chế độ xã hội đã đạt những thành tựu vĩ đại, đóng góp to lớn cho sự phát triển của nhân loại, góp phần quyết định cứu loài người khỏi thảm họa phát – xít, nhưng đã trở nên trì trệ, không đáp ứng được yêu cầu phát triển trong tình hình mới. Bao gồm cả những nhân tố trong và ngoài nước, trong và ngoài Đảng, nhân tố lịch sử và hiện thực, nhân tố kinh tế, nhân tố chính trị, nhân tố văn hóa, tư tưởng và cả nhân tố xã hội…
– Tại Hội nghị đại biểu toàn quốc lần thứ 19 của Đảng Cộng sản Liên Xô (từ 28-6 đến 1-7-1988), Gorbachev đã báo cáo về “Tình hình thực hiện nghị quyết Đại hội XXVII Đảng Cộng sản Liên Xô và nhiệm vụ đi sâu cải tổ”, trong đó đưa ra phương án cải tổ với mục tiêu xây dựng “chủ nghĩa xã hội dân chủ nhân đạo”. Nhưng thực chất là phủ nhận triệt để chủ nghĩa Mác – Lênin, áp dụng thể chế chính trị tư bản chủ nghĩa, thực hiện đa đảng qua cái gọi là “phân chia lại quan hệ quyền lực giữa Đảng với Xô viết”, giải tán 23 ban trực thuộc Trung ương Đảng, tiến tới xóa bỏ vai trò lãnh đạo của Đảng Cộng sản Liên Xô với tư cách Đảng cầm quyền. Hội nghị này là bước ngoặt cơ bản thay đổi thể chế chính trị của Liên Xô.
– Cũng trong báo cáo tại đại hội XXVIII của Đảng Cộng sản Liên Xô (7-1990), Gorbachev công khai bài xích nguyên tắc tập trung dân chủ. Điều lệ Đảng do Đại hội thông qua chính thức xóa bỏ nguyên tắc quan trọng nhất về tổ chức và hoạt động của Đảng. Ngày 24-8-1991, Gorbachev tự ý tuyên bố giải tán Ban Chấp hành Trung ương Đảng và từ chức Tổng bí thư.
– Ngày 29-8-1991, với tư cách là Tổng thống Liên Xô, Gorbachev đã ra lệnh giải thể các cơ quan chính trị và từ 1-9-1991 chấm dứt các hoạt động của Đảng trong quân đội, làm cho quân đội bị “phi chính trị hóa”. Ngày 25-12-1991, Gorbachev tuyên bố từ chức Tổng thống và bàn giao nút bấm toàn bộ kho vũ khí hạt nhân cho B.Elsin, đánh dấu sự sụp đổ và tan rã của Liên Xô.
– Sự thoái hóa của Đảng Cộng sản Liên Xô là do các đảng viên, trước hết và chủ yếu là các đảng viên giữ vị trí lãnh đạo chủ chốt ở cấp cao, chưa đủ độ chín muồi về mặt chính trị, chưa thực sự giác ngộ về giai cấp, về lý tưởng cộng sản.
Ngoài ra, Liên Xô tan rã cơ bản là do những sai lầm nghiêm trọng về chiến lược của Đảng Cộng sản Liên Xô, trước hết là trong công tác cán bộ, nhất là cán bộ chủ chốt cấp chiến lược, ngay từ những năm 80 của thế kỷ XX, ban lãnh đạo Đảng và Nhà nước Liên Xô đã không tỉnh táo và kiên quyết đấu tranh loại bỏ những phần tử cơ hội, thực dụng trong đội ngũ cán bộ chủ chốt.
– Những suy thoái về đạo đức, lối sống của một số lãnh đạo cấp cao giữ vai trò chủ chốt với những biểu hiện nổi bật: Sống ích kỷ, đặt lợi ích của bản thân, gia đình và người thân lên trên lợi ích của Đảng, của nhân dân; cục bộ địa phương, kéo bè kéo cánh đưa những người thân tín với mình, kể cả những người yếu về năng lực, kém về đạo đức, lối sống vào những vị trí lãnh đạo để làm vây cánh, che chắn bảo vệ mình; tham ô, sống xa hoa, nói một đằng làm một nẻo, cá biệt còn tha hóa, suy đồi về đạo đức, lối sống…
– Các phần tử cơ hội, thực dụng về kinh tế và chính trị nắm giữ những trọng trách trong ban lãnh đạo Đảng và Nhà nước Liên Xô đã phản bội lý tưởng xã hội chủ nghĩa và lợi ích dân tộc, phản bội tư tưởng của V.I.Lênin về xây dựng và bảo vệ Tổ quốc, nhất là xóa bỏ nguyên tắc tập trung dân chủ, xóa bỏ vai trò lãnh đạo và làm tan rã Đảng Cộng sản Liên Xô, làm cho lực lượng vũ trang bị “phi chính trị hóa”.
5. Hậu quả xảy ra
– Tháng 7-1990, Gorbachev công khai bài xích nguyên tắc tập trung dân chủ. Điều lệ Đảng do Đại hội thông qua chính thức xóa bỏ nguyên tắc quan trọng nhất về tổ chức và hoạt động của Đảng.
– Gorbachev tuyên bố giải tán Ban Chấp hành Trung ương Đảng và từ chức Tổng bí thư.

Về lịch sử của Liên Xô và ý nghĩa
Ngay sau thắng lợi của Cách mạng Tháng Mười, Nhà nước Xô viết đã thực hiện những nguyên tắc mới trong quan hệ giữa các dân tộc và các quốc gia. Hành động đầu tiên của chính quyền Xô viết là thông qua Sắc luật về hòa bình của V. I. Lê-nin. Trong Sắc luật về hòa bình, V. I. Lê-nin không chỉ lên án những hành động xâm chiếm của các nước đế quốc, mà còn kịch liệt phê phán sự cưỡng bức dân tộc, coi đó cũng như “một cuộc xâm chiếm và một hành vi bạo lực”. Tiếp tục tiến hành chiến tranh để phân chia quyền lợi của giai cấp tư sản, theo V. I. Lênin, đó là “một tội ác lớn nhất đối với nhân loại”.
Không chỉ dừng lại ở Sắc luật có tính chất văn bản pháp lý, chính quyền Xô viết đã kiên trì phấn đấu trong thực tiễn để đạt tới mục tiêu hòa bình, kể cả việc phải ký hòa ước, trong đó nước Nga Xô viết phải chấp nhận những thiệt thòi về đất đai, kinh tế như Hòa ước Brét Li-tốp đầu năm 1918. Thực tế cho thấy, việc công bố Sắc luật về hòa bình và toàn bộ nỗ lực của Nhà nước Xô viết đã đưa nước Nga ra khỏi cuộc chiến tranh đế quốc. Lập lại nền hòa bình, nước Nga có điều kiện thuận lợi để củng cố chính quyền nhân dân, ổn định kinh tế – xã hội, tập trung lực lượng đập tan sự phản kháng của bọn phản cách mạng. Chiến thắng trong cuộc nội chiến ác liệt bốn năm, chính quyền Xô viết được củng cố. Nhân dân lao động Nga và nhân dân các dân tộc thuộc Nga một lần nữa thoát khỏi thảm họa chiến tranh, thoát khỏi nguy cơ trở lại ách bóc lột của địa chủ, tư sản phản động. Về sau, Liên Xô và các nước xã hội chủ nghĩa đã giương cao, giữ vững ngọn cờ hòa bình ấy. Các dân tộc từng bị thực dân nô dịch nay “hiên ngang bước lên vũ đài quốc tế”, trở thành lực lượng đưa thế giới phát triển theo xu hướng hòa bình, độc lập dân tộc, dân chủ và chủ nghĩa xã hội.
Về ý nghĩa
Sự phát triển mạnh mẽ và thần kỳ của Liên Xô sau Chiến tranh thế giới thứ hai đã đưa Liên Xô trở thành biểu tượng, trụ cột của nền hòa bình thế giới, ghi những dấu ấn đậm nét trong lịch sử phát triển xã hội loài người. Đất nước Xô-viết đã đạt những thành tựu kỳ diệu trên mọi lĩnh vực, chiếm lĩnh những đỉnh cao của khoa học – kỹ thuật hiện đại, đặc biệt là chinh phục vũ trụ vì mục đích hòa bình.
Lần đầu tiên trong lịch sử, chủ nghĩa xã hội đã xây dựng thành công một kiểu mẫu về quan hệ quốc tế hoàn toàn mới: Đó là mối quan hệ quốc tế dựa trên tình đoàn kết giai cấp, tình hữu nghị giữa các dân tộc, sự hợp tác và tương trợ trong công cuộc xây dựng và bảo vệ xã hội mới, vì hòa bình, an ninh quốc tế và tiến bộ xã hội, sự bình đẳng và tôn trọng độc lập, chủ quyền của mỗi nước. Chính mối quan hệ này là tác nhân tích cực thúc đẩy các nước trong cộng đồng quốc tế xích lại gần nhau hơn trong quá trình phát triển, phong trào hòa bình thế giới đã hình thành được những lực lượng hùng hậu. Chủ nghĩa xã hội “sinh thành” từ nước Nga Xô viết đã trở thành một thực thể quan trọng cấu thành nền chính trị thế giới và tác động sâu rộng đến quan hệ quốc tế, đến sự phát triển của nền văn minh nhân loại. Hệ thống xã hội chủ nghĩa thế giới đã nhân lên sức mạnh của phong trào đấu tranh bảo vệ hòa bình, sự sống và nền văn minh nhân loại, chống chiến tranh và nguy cơ chiến tranh, góp phần củng cố, phát triển tình hữu nghị và sự hợp tác giữa các dân tộc.
